In 1921, the Mayor of The City of Highwood was Thomas Welsh. We know two things about him: He was responsible for this editorial publication, in far-off Pittsburgh, Pennsylvania; and While he was Mayor, he attended an employee picnic for the North Shore Electric Railroad, where he was the winner of "The Fat Man's Race." (In a second race, that was reported to be "quite a struggle." The first race had been determined to be a "dead heat," and after a period of recuperation time out, the race was run again with Welsh taking the coveted victory.) Really.
